Hideki Ishikawa is the artist behind most Megaman art during the PS1 era, this includes Legends and the Complete Works series.

On another note: In Megamix, Quickman's ability is to accelerate time in a field near him, giving the illusion he is moving real fast. He is damaged by Time Stopper because it makes the speed of light near him reduce to zero, increasing his mass and creating a black hole effect.
In both Rockman Megamix and Megaman Archie Comics, Quickman is portrayed as the leader of the Megaman 2 batch of robots created by Dr. Wily.
This is a reference to Quickman objectively being the coolest Robot Master out of the boss characters.

Protoman is a similar case where, while the games do not acknowledge him having another name besides Protoman/Breakman, the Archie comics state his true name is his japanese name "Blues".
