Bass.EXE has a wildly different story in the games than he has in the anime.
In the games, Bass was created by Dr. Cossak as part of a project to develop NetNavis who are independent of an operator, later he was blamed for an incident and thought to be deleted but he survived.
Additionally, before Megaman 11 released there was a contest called "Get Equipped" held by Capcom Unity, which consisted on creating designs like these for past Robot Masters' abilities, the winners were these designs by @MidniteW @AWDtwit @PizzaStart and @Taitotu
The first look we got at this for Megaman 11 was a concept art of Megaman with "Block Dropper", which could be unlocked in Megaman Legacy Collection 2 before Megaman 11 was even announced. Many fans believed this was from a scrapped Megaman game that would never exist.
This concept was used later in Megaman 11 where Megaman's physical appearance does drastically reflect the weapon he is equipped with and most likely is what inspired the "Double Soul" look that Megaman.EXE uses.

Originally he was supposed to be built by Cossack, but in the end he turned out to be a space robot. His original form (left) is how he looks at the start of Megaman 8 while his new form (right) is how he looks after being repaired by Light in the game.
Duo was a character that was created for Megaman 2: The Power Fighters, since the developers wanted to have a unique character for the Arcade game. Later they decided to use him as a tie-in character with Megaman 8
The concept was a character who would punch and kick, not shoot.
This has also caused for there to be two ShadowMen, which was used for a joke in one of the issues
Counting the Sonic Crossover with Megaman, in the Megaman universe there are 3 different variations of Sonic Man.
These are:
- A Roboticized Master version of Sonic.
- The character who originated from Sonic '06
- A Robot Master from MM for DOS
