One more example, which illustrates my problem: In the traditional system to the left, you see how one tile necessitates 8 around it, while on the right, one tile necessitates only 4, leaving more room for more detailed transitions or tighter elevation changes.

Starting to get somewhere. A metasprite or "frame" is a collection of hardware sprites, each with a relative offset from their drawn location / pivot, as well as tile and attribute. Made a routine to draw a metasprite w/clipping, and here you can see it drawing 16 metasprites.
