My best guess is maybe they wanted to stick closer to the current art style of the games at the time? Mario was frequently drawn with pie-eyes in the early eighties but after SMB came out everything sort of replicated and evolved from that game's art, which featured oval eyes.

Frankie Goes to Hollywood by Ocean Software for the (1985). Unique adventure puzzle title based on the eighties band that's worth trying out. More to it than a lot of similar games at the time with its various minigames but a bit too obscure for my liking.
