Pencil2d is a completely free program that's constantly updating, It doesn't have All the bell and whistles "yet" But there are plenty of work around and rarely any crashes when doing art.

This is my first ever test with Pencil2D, Its ofc a Darcy thing, I'd give the software a 6/10, I definitely see the strengths with it, but the mechanisms and stuff can be a tad bit confusing at times, especially using vector layers..
