I think Rintaro's Final Fantasy OVA just got into my "best backgrounds" hall of fame. A great OVA on top of that, back when Rintaro would invent a whole new aesthetic language every second year.

Watching the Miroku OVA. This is some good rough and rushed Ishikawa schlock. A good mix of limited animation techniques mirroring dynamic pro's manga abstraction and modest bursts of fluid body horror. With some interesting KAs coming up in later episodes, like Shinji Hashimoto!

The main problem of 2d background animation is that it precludes detailed backgrounds from the scene, as redrawing it potentially 100s of times from different angles is generally too laborious. Yasuomi Umetsu's non solution from the second Devilman OVA was very nice though.

Early Kitazume kind of had a rough time with Kogawa's three dimensional noses. Simplifying the design sense actually worked out really well for him though. Z benefited from having both the Kogawa hard edge with his bishoujo accessibility, as they were often drawn in his style.

Some effort was made to add in bits from the ninja fighting style that Madhouse adopted from the late 60s/early 70s Mushi Pro era of ninja anime. The black screen with a beam of light cutting through to represent the sword slash and the strobe lights are Kawajiri styled.

I was treated to some PS1 CGI on episode 24 of Silent Möbius. It kind of reminds me of Parasite Eve and other survival horror games of the era.

It's a pretty gothy show - like several other sci fi shows from the late 90s. They also switch at random from scene to scene to scene between cel to digipaint, as a means of keeping on schedule maybe?
