I figured out enough bmesh to make a script to generate a vertex group that has random weights per mesh island. Using it to control the Displace modifier that spreads out the hair strands to avoid them being too uniform.

One of the big problems is not having too many visible strands near the root, while still having a decent number of tips, without it all being too uniform. This setup handles that problem pretty well. I'd like if i had a way to generate smaller splits and fly-aways.

Turns out 's Outliner node also works as a hatching generator if you plug in a procedural bump map into the Normal socket. These are Checker, Brick, Wave, and 2D Vornonoi. Could be fun to mask these into shading or something.

The hair mesh is very flat. The detail comes from 2 stretched procedural noise textures. One is a bump map, and the other effects the Toon Size. The textures are very simple, but since they are effecting 2 elements, it makes it look like more is going on.

Speed modeling some bangs. The process is recorded for my upcoming tutorial on flat hair modeling.

Just about done. Still need to liven up the eyes and tweak some of the hair lineart. Might make adjustments to glow size, lighting intensity, etc. But that's just tweaking layers.

At the moment you can't really make an Eevee toon setup that also supports colored light. But if you're crazy, you can render it in Cycles and just stuck it in as a texture via Window coordinates.
