It should be made clear that Chansey was confirmed for the Isle of Armor DLC. With assumption that Blissey is coming with, the Pokemon is indeed able to Dynamax.
Blissey is tied with Eternamax Eternatus for having the largest amount of HP a Pokemon could have. When Dynamaxed, Blissey's HP could potentially be doubled, which would give it the largest amount of possible HP, as Eternatus is unable to Dynamax.
