While the game-based media suggests that only a single Mewtwo was created. The Anime and Manga imply that many Mewtwo were created.
This is likely because Mewtwo was created differently than in the games, where it was suggested Mew was impregnated like real cloning.
Staryu, Starmie (in gen 2) and Dhelmise (in gen 7) are some of the few genderless Pokemon to learn attract through TM. However, unlike most of those genderless Pokemon, they lost the ability to learn this move the following generation.
